I wanna bring something on the table, we do know that Stellaris is a very demanding game on CPU operations, this shouldn't be a problem for some CPUs right? Well... seems yeah..
On personal experience, playing a laptop with a Intel 7 was struggeling, "late game lag" appeared as soon as 2230, no joke, I've made it known on past threats, I don't know if the CPU was able to run the game or that was a laptop was a inconvinent.

However, as I moved to a desktop PC with a AMD Ryzon 7, oh boy... "late game lag" where? I've never suffered any problems and game run smoothly, sometimes I'd like to let Stellaris run while I sleep and awake to see how far it reached, as far I remember: Intel 7 - 8 hours; 2340 , AMD R7 - 8 hours , 2500

I start to think is not only CPU, but how's build, the arquitecture and such, so my question is: Wich one , on your opinion, have the best CPU to run Stellaris; Intel CPUs or AMD CPUs?

You cant just state Ryzen 7 performed better than an Intel i7 and expect to get anything from the Devs...let alone us.
Also, the laptop version of any chip is going to underperform the desktop version of the same chip - lower sustainable clocks due to lower power limits because of weaker power supplies and inferior cooling, plus generally having fewer cores and less cache even in the same "line" of chip (3/5/7/9).

Both AMD and Intel chips can run Stellaris fine. It does make a difference how good your CPU is, of course, but not nearly as bad of one as is implied here. The sixth-gen laptop i7 from 2016 in my tablet can run the game acceptably. So can a 2012-vintage FX-8350 CPU from AMD, which is what my last machine was rocking (still is, actually, I sold it cheap to a housemate and she played through Deathloop on it, never mind older games like Stellaris).

Eh I don't think it is specifically intel problem cuz I also have Intel i7 laptop (graphic card Nvidia 950m) and it can run Stellaris just fine, only slow down around 2350+.

Though it has serious problem of cooling if I play Stellaris in summer more than 3-4 hours there are significant chance that my laptop will shut down itself due to temperature.

Intel(R) Core(TM) i5-9600K CPU @ 3.70GHz and a GTX 1060 from late 2018. I have never had late game lag that stopped me from playing, I have even benefitted substantially from the 3.3 beta increase.
