Annexing a country without running collaborationist government at least once and preferably twice doesn't do much for the war effort - or does it if you crank up the occupation level? - and doesn't add to manpower. Allies send units wherever they want and really mess up supply and crowd airfields. No, you can't join the war.. Puppets are better in that you can request forces. Take all divisions and tell them where to go. An integrated puppet is better as they contribute factories and, if they have spare manpower, you can recruit divisions with their guys that are as good as your own. Any thoughts on this? Am I missing something?
