Hello. Things I will suggest here are things I thought before and suggested allready but with cleaner version and improved slightly

Instutation Rework:
Its very simple and suggestion I had most positive feedback: Replace current flat out tech cost incrase you get for not embracing instutation. Instead you will be considered that you unlocked 2 more technologies for every instuation you lack. This doesn't mean you will be benefiting extra tech but when "ahead of time" being calculated you will be considered tech 9 instead 7 so you can have up to %200 extra cost if you try to unlock it at usual time and your max point limit is still 999 but now by waiting before teching up you can pay regular 400 cost to tech up

Positive things about this changes improving gameplay:

1)You will no longer hoard points before teching up. This means after embracing instutation you will not catch up with tech instantly you will still need to tech up where you are behind

2)Force spawning instutations are no longer "must be" and you can choose to wait since it will be cheaper for devolpment points.

3)You no longer pay 2000 admin points to tech up as american nation.

4)You will not lose innovation because you are considered ahead of time. This means korea is not considered as a "dumb" nation just because some italian guy thought someting but also you wont gain innovativeness too with techs since others had it first

Ottoman Goverment/Turkish Culture rework:
Ottoman empire and turkish culture allways discussed byEU4 community since turkish culture is not actually part of leventine culture but it is in game so AI will want to conquer ottoman borders

My suggestion is changing this to make Turkish its own culture group and rework ottoman goverment pasha system



Ottoman goverment will now have 2 less accepted culture limit.

Placing Pashas to states will instead provide these bonuses:
1)Ignores unaccepted culture modifiers

2)Discounted state maintaince

3)Reduced unrest if muslim*



Costs:

1)More expensive to build

2)More expensive to train units

3)More expensive to develop land

4)Provides less man power if muslim.*



This means that ottoman empire like mughals can accept culture of entire world but will require them to assign pashas to provinces wich has negative and positives. Placing pashas to muslim states will reduce unrest but provide less man power.

Trade Rework:
Oh boy... this is my worst suggestion here but very short so patiance pls :p This symbolizes nation taxing traders from trades they make

Connect Tax system to trade system:You will no longer collect any trade power with merchants. You only collect trade like old from your trade center. Instead your tax value will add "draining" trade power in node that will try to keep trade power in node aganist pulling merchants and automaticly collect it depending on your Tax value compared to other nations.



Positives of this will be steering trade power will be much more important, nerfs trade companies since they have to steer now as they got very low tax but if you are as example controlling entire venice node since you are the only nation with tax value at there you will be collecting from there only. then you will collect all of it without a merchant since you got %100 of trade region's tax



This reduces value of merchants so trade ideas now instead of giving 2 merchants it will give 1 merchant and boosts your collection from tax power. This makes privaatering more important since you cant sent trade ships to collect from a trade node anymore. If you want to collect from english node as castile you have to pirate it.

Extra:With this is a thing there should be "tax efficency" ideas that are incrasing tax income without boosting trade

Love your first suggestion, have no opinion of the second, and don't understand the third.
third one is simply Tax will be literally same thing with trade power other than giving you income
while trade power is used to steer tax will be used to collect trade. collecting will happen without a merchant.
This means every country has 2 seperated trade power added to node now 1 that keeps trade inside node and collects it to profit and second is trade power used to stare it.

lets assume you are playing as Milan, Your main trade node is genoa and you just conquered aragon. Now with this trade node you are doing 2 diffrent things:
1)With trade power coming from trade ports and ships you are steering trade power to genoa
2)With tax power coming from land itself you are collecting trade in aragon.
When you check trade node you will see 1 big milan showing how much trade power you hold, if you move your mouse on it it will say someting like "Milan is holding %60 trade power at this node, collecting %20 of it as tax and steering %80 of it to genoa trade node"

"but that trade node cant steer to my trade node"

lets say you conquered venice as milan and want to collect money from there.
Well... by controlling all the tax in region you will be collecting from there as if you sent a merchant to collect it.

so merchant ships will be good at steering trade if used for trade power and collecting if used for privatering.
You can also use trade power to keep more of trade value in node but it wont incrase percentage you get from taxing.

note:depending on balance tax can be weaker than trade power coming from land itself since if you are holding lots of land you allready got lots of trade power keeping trade value inside anyway. my example is quite good ratio if you ask me considering trade power granted by land only is 4 times higher than tax value. It wont matter so much unless someone is tring to steer trade away since you cant incrase tax by ships or someting.


some lands like straits can have tax trade power modifiers too like giblatar where you get incrased collection power if you are holding it since its a strait (its like you are collecting taxes for trade goods you moving on strait)
