When institutions were first introduced, what I liked about this was that the province where it first appeared was random. I love randomness in EU4 because in this case you can determine the value of something yourself. However, we can eliminate this randomness when you play in the Far East or India, etc. All we have to do is determine which province we will develop and embrace the institution.
I have a suggestion on this subject. When an institution spawn, when we develop a city to embrace it, the institution should appear in the region of the province instead of that province itself. Another idea is to spawn in a same culture province. Maybe something like religion center mechanic, weaker spread modifiers than original spawned province, something like "Spirit of Renaissance" "Spirit of Lisbon" (assuming colonization spawned there). So, if you share that region with an enemy, you have to think twice. You give value about it.
