The tooltip shows all conditions that are checked for any province in the world. Green or red is just showing your capital as an example.
I agree this could be clearer.

And capital area = all provinces connected to your capital by land.

As a software programmer I have to say this.

"is_in_capital_area" name is confusing at least...

It's because the trigger predates the actual map areas (a pretty recent addition to the game).
I guess you can say we are running out of synonyms for "piece of land" by now...
We are open to suggestions of how to re-localize it.
