I think higher rank institutions, particularly rank 5 which relies often on a combination of tech and laws to get, needs to have extra effects beyond multiplier. Right now rank 5 is hardest to get and also matters least (it is a 25% increase). I think best way to do this could make them both have a passive effect and enable additional effects.
For example rank 5 education could allow assimilation of discriminated pops, additionally decree "Promote national values" allowing assimilation even in homelands. Rank 5 homeland affairs could let you suppress IGs in your government and allow "Violent suppression" decree reduce radicalism over time in the province, simulating getting rid of political leaders. Rank 5 colonial affairs could let you increase throughput in colonies and reduce authority cost of resource extraction in colonies.
There could be many more, but institutions are a great part of the game and currently it feels really wasted opportunity to just have them linear scaling modifiers with no additional effects. Moreover decrees need more interactivity.
