Institution progress

Do only states count when it comes to progress toward institutions, or do territories and colonies also count ?
If they do, should they ?

Currently playing as Spain with pretty much all North Africa West of Tunisia under Spanish control (states) and wonder if these, in effect colonies, would count toward institutional development.

My understanding is that States do while Territories & Trade Companies do not.

Institutions look at your total development. 10% of your total dev needs to have institutions present there in order for you to be able to buy said institution. The 10% value is further modified by the province autonomy (so a province that has 100% autonomy and has the institution won't contribute anything towards the 10% mark while on the other hand a province with 0% will contribute all of its development). Colonies do not count, I think. Estate vs Territory only matters when it comes to autonomy floor (territories have 90%floor while Estates have 0%).
