I'm not exactly a new player, with a couple hundred hours spent, but I normally play western Europe, where obviously institution spread is much easier. However, with Third Rome, I decided to play out in the east for once, and picked up Muscovy. My lands extend into Lithuania and the Baltic as well as Finland, but I simply cannot embrace institutions. I know that developing provinces helps it spread, but I've been developing provinces and it doesn't seem to be helping the expansion. It's 1600 and global trade has just spawned in Spain and I'm still struggling to try and embrace Colonialism. Please help!

It's just a little slower out there, and if you keep expanding it will always make you a step or two behind your Western neighbors. Get ready to save up money and pay to embrace, which won't be as painful as you think if you absorb Novogorod, eat into the Baltics and Crimea, colonize Siberia, and otherwise develop your economy. By the time you're able to form Russia, you should be a powerhouse despite a minor tech disadvantage. (Plus your potential rivals are likely to suffer from the same tech disadvantage - Poland, Lithuania, Ottos, Horde, etc will all be lagging a bit.) It also helps reduce your bills to have at least one non-hostile neighbor who can help tech spread to you (maybe one of the Scandinavian states if you are content to leave a buffer or ally with Sweden), or to just conquer territory from a more-advanced neighbor (Lithuania, TO, LO, etc can be soft targets). Also, as you mentioned, develop a few hub provinces to encourage tech spread - the centers of trade are great targets.

Do you have any provinces with Colonialism? If you do and your problem is the monetary cost, go to war with every easy enemy you can find and take all their money. Seperate peace whenever you can for all their money too.

conquer provinces that already have colonialism to help it spread inside you
colonialism as a rule of thumb is hardest to get institution and global trade is easiest one
paying 50% increased cost for colonialism not embraced is pretty normal in eastern europe
when i play in eastern europe i like to keep genoa around in crimea as it always helps spread both renesance and colonialism far quicker than normally
printing press is another hard one to get
but after that its a piece of cake
you can either force yourself trough colonialism and printing press trough dev by spawning it in like moscow or any other farmlands and trade location

Develop ONE province until it has 100% colonialism. Develop a province that is cheap to develop and close to your capital.

When you get 10% embraced. Take loans and embrace. Then go for Printing press and do the same.

Dont play with 100% tech cost increase.

Institutions can be a pain for Muscovy/Russia to embrace if you don't know exactly what you're doing, so keep in mind to start saving money a few years before every non-spreading institution tick (renaissance, colonialism and printing press). You will need to develop Moscow to the following in order to spawn the institution:

Renaissance 12-12-12
Colonialism 17-18-17 or similar
Printing press 21-22-21 or similar

All the following institutions will spread naturally so you just need time and money; of course you can develop provinces if you want. Global trade is a must-have ASAP for its extra merchant, 2 if you have trade companies in India.

Renaissance is really easy and you'll need about 400/600 gold to adopt; colonialism and printing press will range around 800 and 1600 according to how much you expanded in size. Use the icons well (you have one for reduced development cost and another for reduced institution adoption cost and faster spread).

Later institutions can be horribly expensive but if you're not swimming in money as Russia in late 1600s you're doing something wrong.

Also keep in mind that instead of spending a lot of monarch points to pay technologies over their price, it's ok to fall behind in admin and diplo tech to develop institutions in one location instead. You will come back with neighbour bonus and a spy network after dip 9, after you embraced the institution. Just catch up at admin 17 and diplo 23, the rest is not that important. Stay sure you're on time in mil however.

If you're trying to force spawn an institution then you need to develop a single province until it fills to 100% rather than spreading development all over.

Other than that, the above post is correct - probably best to keep up on MIL as best you can and just wait for the institutions to arrive. Doesn't matter too much to be behind on Dip and Admin as long as you hit the key techs on time.
