I searched via Google and the function in the forum but found nothing quite like this.

Every time a truce expires with a Steppe Nomads government (i.e. the "Horde" nations that are constantly at war with neighbors with 5 year truce intervals and must be colonized in order to gain territory from them) I get the normal "The Nomads are Restless" notice. However, the war instantly ends with no notification, no popup, no logged event, it's just over. I then have another 5 year truce, at the end of which I get the notice again, but another 5 year truce instantly.

I am playing as the Teutonic Order with Sibir, Kazakh, and Nogai adjacent to me. All three are Steppe Nomads. For at least the first century the Hordes worked fine, and all three Hordes went to war with me and peaced out a few times. I think it only bugged out in the last 20 years or less.

If it is relevant, Persia (theocracy) has made Kazakh into a vassal. AFAIK that is not supposed to happen to Steppe Nomads. I believe the bug began at approximately the same time as Kazakh was vassalized.

Is there any way to fix this, or is my savegame wrecked?

Are you sure that you adjacent to them and that there isn't a vassal between you and the horde .

Maybe you could post a screenshot off the map thanks .

Sibir and Nogai are entirely independent (from that save file Nogai gets hammered every time, but it went through at least one instant peace out). Kazakh is vassalized, but by Persia, which shares a border and is a theocracy not steppe nomads.

Nonetheless I've solved it thanks to your suggestion, and Funshine's, since both of you said vassals cause these issues and I was already suspicious that this might be the cause. As it occurs (I nearly mentioned it in my original post but decided it was irrelevant) Bohemia is my vassal but it is simultaneously in a Personal Union under Austria. The instant truce issue did seem to arise when the peace settlement creating that mess was agreed to. I canceled Bohemia as a vassal and let the game run until a truce ended... and Kazakh declared war on me properly (I didn't test to see whether I can peace out as normal with a vassal-Horde), as did Sibir when its turn came. I reloaded, ended the vassalization, and again when truces expired the Hordes resumed their wars against me without the instant truce problem. It appears the PU-Vassal confusion is breaking the Hordes since I had seen it multiple times prior to the save, and running from that save point without breaking the PU-vassal relationship will cause instant truces. As odd as it is, the issue is with TO holding Bohemia as a vassal, apparently due to Austria's PU with it. I can only venture wildly that when Bohemia is brought into the war automatically as a vassal the game checks its status, sees the PU, checks and finds Austria isn't adjacent, so it ends the war.

Thanks to both of you.

Glad you solved it, but it seems a bug to me. if it happens even with the last beta version (5.2 dec 6th), I think it should go into bug report section.

Definitely a bug, but v5.1 not 5.2 so I can't bug report it for the beta. It was definitely due to Bohemia as a vassal, and again I suspect since Bohemia was PU under Austria in particularly since no other vassals are causing issues. But how that vassal-PU issue occurred in the first place I'm not sure - shouldn't a vassal country cease all hostilities with countries its parent is not at war with? And shouldn't it be impossible to negotiate a separate peace with a vassal? I've been away from EU3 too long but I thought that's how it was - and yet I keep signing peace deals with vassals after I've peace out their master.
