I'm still on my first 2.2 game and I'm making the same mistakes everyone else is. My capital has a wealth of open jobs. Pop is 41 with 51 jobs available. Six workers and four specialists. It's been like that for at least a year and the workers aren't promoting! I have openings for two artisans (which I need), one enforcer and one entertainer (no problem with these).

I wonder if there is a proportion limit? You need at least X workers for Y specialists or something like that. Could be per planet or global.

Slaver guilds does lock 40%. I’m actually finding it a detriment. Better off enslaving species other then your primary.

Additionally, if they are robots they don’t qualify for higher jobs until later in the tech tree.(edit:non machine empire)

No, no slaves or robots in my empire. Egalitarian. I've checked several times to see if the jobs were disabled, but no. They should be promoting. I was just wondering what is causing this. It's the only planet doing this.

Is the planet populated by servile or nerve stapled species ? Those cannot do anything but worker job.
