Does anyone know if the liege's culture's innovations will affect the entire realm? E.g if the liege's culture has an innovation that improves development in counties, will all their counties get the boost or just the ones with their culture?

Cultural developments are chosen by the "Cultural Head" and effect everyone in that culture.
The cultural head, I believe most commonly, is the highest ranking/biggest land holder of that culture.
This doesn't affect minor cultures in the realm, because vassals can use their own cultural benefits.

So, if you have Irish provinces in your realm, their get a their improved development from the Irish culture, regardless of what the culture of the holder is? Or do you just mean that an Irish count would apply the features of Irish culture even if he was a vassal to an English duke?

Some features are clearly character specific, such as what succession laws they can choose and which men-at-arms they can recruit. But I am curious if stuff like reduced short reign penalty will apply to vassals whose culture does not have that reduction. Logically, the vassal's opinion should be more influence by what his/her culture finds acceptable, than what their liege considers "normal". Likewise I would expect characters to change their opinion of sins/virtues based on their own faith and not that of the target.

Irish provinces should get any Irish development bonuses regardless who their liege is. It should make you need to think before automatically converting the culture of all your provinces as you might lose something useful in doing so.
