Inheritance Laws in the HRE

Hi all, I'm playing a HRE duchy right now (Bavaria to be specific) and I'm just wondering how you can change inheritance laws. I start with gravelkind, which is annoying when I have a lot of children, so I want to change to primogeniture. I fulfill all the prerequisites except for the last one, which says something about HRE Crown Laws/Authority.

Right now, the HRE has only Low Crown Authority. Does that last prerequisite mean the HRE has to have none, or does it have to have higher authority?

The HRE needs to have high authority. Its for balance so you don't just rush to Primogeniture asap.

As viruscarrier said, you need the HRE (whose crown laws are your own) to have high authority. Alternatively, if you can declare your independence and win the following war, you can then go about changing to primogeniture that way.

Also if you obtain a duchy in another de jure kingdom that has high crown authority you can change to primogeniture. Just make the Duchy in the other kingdom your primary title. I think this is kind of gamey though. This way also allows you to wage inter-vassal wars in the HRE if crown authority is high and you have a duchy outside the HRE that's in a de jure kingdom with low crown authority.
