Infuriating stuttering after upgrading to 16gb?

Hey all, coming back to play HOI4 and all of a sudden there is serious stutter making it unplayable for me.
Only change I can think of is a recent update to 16gb.

I saw multuple treads on this but no real solution?
Graphical tweaking and dropping mods seem irrelavant to this issue.

I am running an I7-2600, with 16GB ram and a GTX980TI should run HOI4 smoothly.....
