There are several provinces in the East Indies that will not change hands because Japan can't get troops in there - the infrastructure is too low. Is there a way to get these provinces to change ownershp other than using a cheat code to change each individual province?

Typically they are not worth the effort. No partisans will come from those territories, and the enemy can't use the territory either.

I did once add level 2 to adjacent provinces in the north of Norway but never got far enough in that game to see if it worked.

Except that there is a strategic effect that Japan can benefit from if it can occupy several East Indies provinces that are almost inaccessible. Because of their 10% infrastructure, these provinces cannot be attacked from land or sea. The only way to do it in game is by dropping paratroopers in and then having transports off-shore to pick them up and transport them back to the nearest airfield. I'm not sure if this is WAD, but you'd think there would be a better way to accomplish this SE.

Sorry I missed your question when you asked it.
The SE I'm referring to is called Makassar Straights, or something like that. It may have been fixed in the latest patch (I'm using 2.04b).
