So I'm playing as Japan, 1936 and have just annexed all of the China's including Tibet. As you know, China's infrastructure is just a tragedy, and I can't find any way except for clicking each province to build all the infrastructures for 100%. If there is a way to select all provinces [Shift + Drag doesn't work for me], even if it means editing the game files / using a cheat I don't mind. Speedy replies would be very much appreciated

Is there not any mods out that you can let's say.. ctrl+shift and then select provinces for upgrades? Would make upgrading infra a breeze....

Of course, i can't mod so i don't know if this is possible or not...

you can already use "shift+left click" so where is the need for a mod (it is not possible to mod such things).

Investing in infrastructure in China has two significant advantages for Japan.
1. China has tremendous resources that can fuel Japans machine, but infrastructure improvements are needed to get those into the system quicker. Building infrastructure (ie roads and rail) from resource provinces to major cities is the way to go. No need to upgrade the whole country. Build up industry in those cities to get them to work for you. If you do this over the course of a few years before you take on the US you will have a much better change of kicking the US and the Europeans out of the Pacific.
2. Japan also has population limits to building armies and navies. Building up the infrastructure in China costs zero population for Japan.

Yes, this is a long term investment. But, there is no rush to build aircraft carriers. Japan has the initiative. The US and the UK will not DOW on them as long as they stay in Asia.

If i am not mistaken, infra level has 0 influence on industry output, and once you annex china, you get all their lands and resource, however in vanila china is pretty poor with resources and you get penalty for non core territorries and revolt risk which futher reduce resource output. If there are some provinces with lvl1 infra and has some resources, it enough just to build infra to lvl2.

Stationing an MP unit or two in a high-resource province, or in the middle of several, will reduce the revolt risk and give you a bit more raw materials to work with. You might consider adding one actual combat brigade to the MPs in at least a few key locations, to give them some frontage in case of partisan attacks.

Making a couple of higher infrastructure paths to the inland regions, rather than spamming infra over a wide area, would be a lot cheaper and would still give you most of the same benefit.
