Ok, so just to clarify one more time - in case I get a refund and ask a friend to buy the international version of the game and send it to me as a gift, I'll still not be able to activate it in Germany?
Can German customers fully mod the game back into the uncensored state?
AFAIK only portraits (and names?) are affected. It should be an easy modding job then?

We don't know it. Everything is confusing: Bjorn said, it can't be activated, SteamDB says, only the purchase is locked on the German version in Germany.

dunno about that, but i bought Rising Storm for my uncensored version of the game to my German friend when it came out.And he said the version i bought for him isn't censored

Additionally one person from germany apparently bought it from gmg, got the key, and was allready able to activate it on steam.
So it can easily be uncensored by modding without affecting checksum and ironman right?
This is utterly ridiculous. They publish Darkest Hour and you can buy that without censorship in Germany via Steam, yet HoI4 is different...
Concerning the checksum: does it get affected if you simply switch portraits??

I want to buy the game via GreenManGaming (steam retailer with a 20% coupon). What then? Is that the international version that gets region locked in Germany??? PDS screwed up big time here.
That's the problem - nobody knows. I'll hope we get the final answer at least tomorrow. Or at the very least until the end of the week.
checksums are based off of the files that affect gameplay, and not off of anything to do with GFX
The most amazing thing about this: there was no problem putting in a picture of Hitler in HoI III, it's been in the German version from the start and still is, and -surprise- the game is still available in Germany.
At least have the decency and put up a warning on the shop page, because it's still possible for Germans to preorder the game at the Paradox Store.

I bought the game on GMG today, activated it at steam on my notebook while i was working at Poland. It shows up at Steam library with polish internet and it is shown with german internet connection too. For now only the game book is shown within HeartsOfIronIV at my Steam library. Should be ok.
But what now if i am back at my home PC in Germany where usually play games? Will there be any problems with downloading the game on my home PC? What when i will buy future DLCs? I do not only want to play it while i stay at Poland,with my notebook.
