Well this is definately not a hardware support question.

PS: Sounds to me like you are minting coin, that means you are using the treasury slider to much, spend the money on research, that way you get no inflation, or set it so you have a zero balance and go for govenors, spend the yearly money (again inflation free) for your capitol expenses.
Also watch that you are not spending money on stability when you are already at stability +3, that is just the same as using the treasury slider.

No, the slider automatically move the month just after you've raised stab to +3 (which you shouldn't do with your income in the first place), the whole budget to stability being moved to treasury (without notice).

Not if you are new to the game and look at the page every time and put the slider back up thinking the game is screwing with you.
