I'm currently playing as a Christian Norse emperor of Britannia, and looting the holdings of the Jewish Karling king of Lotharingia. My army is in the county of Sticht, and having burnt down the church and the city holdings, I was in the process of sieging down the castle when something weird happened. For some reason, after I sieged the castle, it never achieved the "looted" modifier. The result of this is that there is a castle with 0 garrison and 0 morale that I can loot for 12.7 gold every single day.

Clearly something went wrong here, but I'm not sure what.

I'm experiencing the same issue. It's just one province (Verdun) that's the issue; other provinces in the same realm loot normally. I tried saving and reloading the game and moving off of the province and coming back to it some days later, but the issue remains. Here is a save.

EDIT: Sorry, I should have been more careful. The same issue happens with at least one other province (Luxembourg) in the realm I was looting. Here is what I think happened:
1. I was looting the realm as usual.
2. The top liege settled a raiding adventurer while I was still looting him, which should protect him from raiders.
3. My looters were able to continue, but any holdings they sacked would not get the looted modifier, and so they could be sacked over and over again.

When I disbanded my raiders and came in with a new army to loot, they were unable to. So I think the issue is that settling an adventurer does not prohibit currently-looting armies from looting, which it should. (And also that it prevents holdings from getting the looted modifier, but that shouldn't be an issue if already-looting armies are disallowed from looting). I will attempt to test this and update with my results.

Okay, I was able to reproduce it using the following steps:

1. Fire event HL.100 on a suitable character, making him a raiding adventurer.
2. Wait for the adventurer to raid a target.
3. Switch to a character that can raid the target, and start raiding.
4. Settle the adventurer in the duchy that the character in step 3 is raiding.
5. Now the counties in the settled duchy will have the "protected from looting" modifier, but the raiders in step 3 can continue their raids and sack holdings continuously for loot.
