5. Can you replicate it, if so, please explain how
Ok so started making some city planets and when I got to replace the districts I can do it non stop even when the display is greyed out. This also works on any planet and habitats. I'm not sure about ring worlds or hive world or machine worlds tho.

6. Does this happen on all saves or just specific ones?
Just this one save as far as I know but it's never happened in any other version of the game

7. What steps have you taken to try and solve this yourself (reinstall, Google error code etc)?
nothing really

nothing really
I believe this is a UI bug and once you unpause it will unqueue the districts.

If it does not do this, please let me know!

When replacing districts, you can actually que up infinite replacements. Once the "ghost" districts reach their que, they will disappear. It is a bug, but doesn't have a large impact on game play.
