Maybe you use a different criteria than me.
I guess you think that once you get negative modifiers, you are short of IC. That's how I understood it. I feel that is a tough position to hold, given that this starts already at "Service by requirement" (20% recruitable, 10% Output Penalty). So you essentially say that anything harder than "limited conscription" (5% recruitable) constitutes "short on Manpower".

Just know I would not hold it against you if you conceded that you were wrong.

Your Addition about IC only holds true when IC is a limiting factor, which I said is a postition to have but it was claimed that IC can be created comparatively fast.

Besides, as I said, Johan reversed his law to "Service by requirement" which gives -10% Output and still had 5 milion men. How is that "short on Manpower"? By which criteria?

edit2: To make it clear, having to go to "all adults serve", that I would assume to getting "short on Manpower", because the penalties are strong. This would be Kind of my borderline to suggest the term is okay to use. But using this 10% law while having 5 Million men left is far from it.

Service by requirement is 10% recruitable now. Artillery did not give 37.5 soft attack during the multiplayer WWW is another big change. Infantry is extreamly cheap to equipp, only 50 production per battalion but infantry will drain your manpower very quickly and are very slow and thus vurnable to encirclement.

And the more manpower you lose the harsher recruitment law you will be forced to use and thus cripple your production, if you take effort to minimize casulties you may be able to keep your production efficient and efficient production will in turn save manpower because you can afford the expensive manpower conserving stuff such as tanks.

If you get stuck with harsh laws you may not be able to afford tanks and other expensive stuff which mean you are stuck with infantry which will quickly collapse your army, it can go really quickly downwards.

I guess in General, reducing the available Manpower was needed after what we saw in the MP WWW, although the influence of Manpower from annexed SU was not really transparent. As was the ART buff (necessary). So... Mission accomplished, I guess?

Plus it is a pretty bad idea to not mechanize since speed is essential for encirclement.
Actually, with the removal of the "Cooldown" mechanic in HoI3 which prevented a unit who had just attacked a position from attacking another position, encirclements will probably work a lot differently and not require the same specialized Divisions/Corps to exploit.
Yeah, we've only seen fairly undeveloped countries grinding against each other in the early years so far, other than the multi (when they used a lot more variety).
This, this pretty much explains anything, also Germanys lack of defences on the Hungarian border.
