I guess you think that once you get negative modifiers, you are short of IC. That's how I understood it. I feel that is a tough position to hold, given that this starts already at "Service by requirement" (20% recruitable, 10% Output Penalty). So you essentially say that anything harder than "limited conscription" (5% recruitable) constitutes "short on Manpower".Maybe you use a different criteria than me.
Just know I would not hold it against you if you conceded that you were wrong.

Your Addition about IC only holds true when IC is a limiting factor, which I said is a postition to have but it was claimed that IC can be created comparatively fast.
Besides, as I said, Johan reversed his law to "Service by requirement" which gives -10% Output and still had 5 milion men. How is that "short on Manpower"? By which criteria?
edit2: To make it clear, having to go to "all adults serve", that I would assume to getting "short on Manpower", because the penalties are strong. This would be Kind of my borderline to suggest the term is okay to use. But using this 10% law while having 5 Million men left is far from it.
