What do the numbers next to a general's name mean?

For example, if you point at Field Marshall Himmler's ugly little face it says that he can command 12 divisions. But next to that, under the German flag, it says 34/72. When you point at this it says that the first number is how many divisions are commanded, and the second number is how many can be commanded. How can he command both 12 and 72?

34 = Number of division currently under command
72 = Maximum number of divisions your ugly little FM and all of the other generals in the stack CAN command

FM's eliminate the -20% No-HQ combat penalty and double the number of divisions that can be commanded by all other generals stacked with or in adjacent provinces. Also a Grand Admiral at sea in a coastal zone removes the No-HQ penalty for land units in adjacent land provinces. I think that Air Marshals do as well but never get any of those in TGW!

Leadership effects modifyers apply only to your national units or those that have been sent to you as expeditionary forces from allies.

Also, each additional province you attack from adds another factor of the command rating to the number of divisions your overall commander can have before stacking penalties kick in. In your example, you must have attacked from 3 provinces with a Field Marshall in at least one of those provinces (2X12=24, 3X24=72). This means that your overall commander was able to command a total of 72 divisions before taking stacking penalties, but there were only 34 actually available in the attack.

Sorry about the confusion. Sometimes I make an explanation sound alot more complicated than it really is. All you have to do is double the command rating of the highest ranked general you have, and then multiply that by the number of provinces your attack comes from. A FM attacking from 4 directions could command a max of 96 divisions. 2X12=24, 4X24=96.
