Just realized that the issue when you start a new colony and you are at the colony-cap (5/5) you get the penalty in EC-production for being inefficient even though the cap not being broken, since the colony isn't done yet, and even if you throw a colony into a sector so you end up at 4/5 you still get the penalty. In fact, the penalty remains in place until you do a save-then-load.

This bug was reported so long ago I'm a bit surprised it's still in there. It's quite crippling for a large empire to get a 10% "permanent" penalty to EC-production if you forget to sector a system before you colonize a new one.

You can also fix the bug by toggling an empire edict on and off. it's silly that you need to do that, but this is a far less painful thing to do than saving and loading. You just need to remember to do it every time.

I've always had this clear out within a year or so of the colony completing, so I never worried about it. Interesting to know there's a workaround.

Yes I can confirm this bug stil lexists, while the colonization process is going, it doesnt matter if you already gave the system to a sector, it does not recognize that thus you will get the inefficient penalty. Only when the planet is fully colonized will that penalty be removed. Pretty annoying bug which would be great if would be fixed.
