It's only my second city, so don't look too closely ;)
I'm trying to build a little bit of everything, without too much min/maxing, just enough to keep control on traffic.

But I've a stange behaviour. At one point, my industry zone had stop growing. And every adandonned building I buldoze in already developed industrial zone never come back. I've no problem with commercial zone. Nor with residential.

The central zone, generic industry, the oldest one. The red square are the buldozed zone, no contruction rise again, for at least 5 years IGT.

The rigth zone, wood industry. The constructed area have also zone that don't rebuild itself. The new top zone stay empty for years too. The bottom one is more recent. I've the never depleted raw material mod.

My last farming zone, one year old. Nothing builded. All zone are water supplied. I also bring power but lacking power don't prevent the start of building.

Do you have an idea? The problem start when I'd only 2 mods : WG life balance and WG realistic pop.
I've installed a few others meantime, mostly cosmetic stuff to enhance beauty of town and asset/propr stuff to make my own asset. I'm not playing sandbox/unlimited money mode.

I'm seeing 0 demand for industry in your RCI bars, and an overwhelming demand for housing. Looks to me like you just have your balance out of whack. Build more residential and see if that fixes it.

I don't think that your problem has anything to do with the mods.
Look at your demand bars at the very bottom of your screen near the center. There is a green demand bar for residential, a blue demand bar for commercial and an orange demand bar for industry/office.
According to your images, your orange demand bar is non-existent (zero) at the current time, which means that even if you color areas for more industry or office, the game will not (force) construct any additional growables of this type.
You actually need more residential (citizens) in your city at this time (your green demand bar for residential is extremely high).

Strange that with a city going from 2.5k to 5.5k pop I can't produce more good, my import exploded. I grow my population very slowly to be sure to avoid death wave, so I guess the fight for manpower between commercial and industrial was win by commercial.
