What happens in your mod if a building levels up but then the over educated people find a better job and it drops back below that level (or they die/retire). Do buildings drop a level?

No, but that's on my to-do list and I will hopefully be able to implement something like that tomorrow or on monday.

Here are the current factors applied to the service level that it checks against, there is a lot more math involved in figuring what is the actual number for each thing, but this should give you a rough estimate (and things to wonder about).

Positives:
1/3 Public Transport
1/5 Police Coverage
1/5 Health Care
1/5 Death Care
1/2 Fire Coverage
1/8 Entertainment
1/8 Elementary
1/8 High School
1/8 University
1 Cargo Transport

OMG... 80% of these needs is bs!

If i understand your chart correctly, it isn't that bad at all. With just cargo, fire and police coverage, and a park somewhere, can get to level three (ofcourse, this assumes the services are like right next to the building)

Thanks for the link. I've manage to find the corresponding code by myself to confirm it as well. I might perhaps use some of that information to add some of the other requirements. At least cargo transport.
