(Industry) Upgrading is really weird!

I had the same issue. My citizens are well educated but the industry demands uneducated ones, because they are all level 1 buildings.
At this time I had a partial coverage for fire and a bus line with several stops in my industry area, along with really good connection to the highway.

Now I have fully upgraded industry. That is what I have done:
- cargo train station right in the middle of the industry area
- established full coverage for fire
- added some subway stations

+1. Industry was incredibly low density for no reason, however when I plopped some parks it just magically seemed to upgrade. Two things:

-Why would I need a park in industry?
-The ground pollution is so extreme that it kills the trees in the affected area. Wouldn't the park quickly become a graveyard?

Industry should not depend of leisure facilities to level up, and should instead depend on the level of uneducated/educated/highly educated workers.

What I did was make a custom park in the asset editor. It's basically a 4x4 parking spot, with some dumpsters, containers and dirt on the floor, also some fences and a vending machine :)

That's just natural as people may die at work as well :)

Anyways it would be great to understand how this works. It seems it's then just some services that you need to provide and it doesn't matter if you don't have variety or some specific services.

We're not allowed to die at work. Its against health and safety regulations

Now I have fully upgraded industry. That is what I have done:
- cargo train station right in the middle of the industry area
- established full coverage for fire
- added some subway stations

This is what should influence the Industy level. But not schools or crematories. Also there is another discussion ongoing about people not reaching their workplace. If they don't reach it, is should be harder to level up.

I guess it is "easy" to fix.

In the old SC games, you could place plaza's (as opposed to parks) in industrial and commercial areas to make them more attractive. I kind of liked that dynamic and wouldn't mind seeing it implemented here, in addition to everything you guys already mentioned.

Levelling up is just weird in general. I just placed 3 overlapping police stations, 2 overlapping medical clinics a couple elementary schools, and a high school to level up an office area to level 3. The problem for me was that having all the basic services (bus, metro, police, fire, healthcare, deathcare, leisure) wasn't enough, and the solution was to place superfluous services.

the parenthesis in title was meant to indicate an option, meaning at least industrial leveling is weird, but also the other ones (i just tested on industrial).

Yeah, I've been having this frustration as well. I have high educated Cims but couldn't level up my offices/industry to level 3 without placing a ridiculous amount of unnecessary service buildings. This also makes it impossible to maintain some Cims that are poorly educated - you have to build so many extra schools that the Cims just commute across town to the industrial zone to go to school, meaning there is a lack of uneducated workers for my specialized industry zones.

Apart from getting infrastructure-improvement rewards like the cargo terminal installation, (thanks Eische!) shouldn't upgrading be also dependent upon how well the relevant industry has been doing?

As I said I've got a mod that's kind of working. Though I currently can't check how many employees the industries have. This does make the upgrades a bit random sometimes. If a new industry immediately employs 2 persons who are over-educated that industry will upgrade due to the fact that its education level is so high, even though there are only 2 persons working there. So I think I'll try to see if I can get the current number of employees before I publish the mod.

Well it wasn't very hard to get the number of workers in the industries. I must have been blind when looking for it yesterday. I think I'll maybe want to structure the code a bit better before I publish anything though. But the first version will probably not be perfect, I've got too little time on my hands for being able to test it properly myself. So I'll probably need to get some feedback from other people to improve it.

Okay, I've now published a very early version of the mod on the workshop. You find it if you search for "eduIndustry" or you can use the following link: http://steamcommunity.com/sharedfiles/filedetails/?id=407919251

As I said it's a very early version though with only basic functionality. This is the mod discription:

This mod makes education level the only requirement for industry upgrades. The industry will upgrade once it has a sufficient amount of workers and enough of them are over-educated. The mod has only been tested in a couple of different cities. So please provide me with feedback of which changes you would like to see.

Known limitations/issues:
- THERE ARE NO PROGRESS BAR, but don't worry. The buildings will still upgrade once the requirements are fulfilled.
- The buildings won't start complaining if the education level of the workers will drop below the required levels.

All limitaions/issues will hopefully be fixed in future updates. This is a very early release with only basic functionality. Please let me know if you have any suggestions, issues or general comments.


IMPORTANT! I don't take any responsibility at all if this mod impact your gameplay or game experience in any negative way. It hopefully shouldn't cause any issues but that is not something that I can guarantee for sure.

To be honest, even without advanced industry I am currently making more money then I can spend. I have about 7000 or so people in my town right now, and am making almost 10k a week. Unless something happens later in the game that makes it harder or more expensive to pay for things I
don't really see why I would even need advanced industries to make more money. Just creating more housing automatically increases the number of tax payers anyway.

Hmm - I though that "services" meant offices, which would make more sense. It seems unlikely that, in reality, parks or hospitals would make any non-trivial difference to industrial development.
