So, i was annoyed that my industry park was all low level industry and went investigating.

They mostly need service buildings to upgrade, i build 3 clinics and a crematorium and a school, which all were not needed at all, and each time i place one of those unused service buildings, i get a wave of upgrades.

I dont think that is how it should work, just tie it more tp landvalue, education and service coverage.
Of course, those things are easy to achieve currently, which is why you made this artificial need for service buildings.

So, i dont know...make the game harder and then you can tie level ups to useful statistics that arent #of service buildings in the area.

I totally agree. Also tie it to access to outside connections and demand for their products. It would also be nice if level-three industry would produce a bit less pollution. This would be factories that make computer chips and other high-tech products.

So that's why I can't get my industry upgraded. I guess building upgrading is simply tied to land value, and any service building will improve land value. Industry should only really need a good road connection and fire service, maybe a police station and a couple plazas or something. Health services and schools should be irrelevant. I'm guessing commercial and offices have the same issue, but as they are usually near to residential zones it is not so noticeable.

Apparently, they also want to have graveyear/crematiorium space available at work. :)

That's just natural as people may die at work as well :)

Anyways it would be great to understand how this works. It seems it's then just some services that you need to provide and it doesn't matter if you don't have variety or some specific services.

Found industry to be weird also. Makes no sense that heavy industry needs to have like an elementary school in the area to level up. Usually in a city, you have the schools where people live, not in a industry area. Same goes with graveyards, police, hospital, recreational stuff. Who wants to go to a park in the middle of an oil field.

+1. Industry was incredibly low density for no reason, however when I plopped some parks it just magically seemed to upgrade. Two things:

-Why would I need a park in industry?
-The ground pollution is so extreme that it kills the trees in the affected area. Wouldn't the park quickly become a graveyard?

Industry should not depend of leisure facilities to level up, and should instead depend on the level of uneducated/educated/highly educated workers.

I'm going to bump this up since I agree with all of you. Industrial zones shouldn't be affected at all by leisure and service buildings. Maybe to a lesser extent by fire and police stations, but that's all.

Education instead, should be the main factor that pushes industries to level up.

+ 1. Really agree about this. Sometimes making my industries upgrade by putting a park in between them is just ridiculous.. It's a pity that there aren't more economical depth in the game as industries in real life mainly adapts to the actual demand of goods. If there are a big demand for high-tech industries companies will strive to cover those demands and they will most likely "upgrade" their industry even if there are not a playground next to their building. They will probably not care very much if there isn't a cementary close by neither.

Though I know it always has to be a balance between realism and gameplay. But I do really believe that the current system can be improved. Even if the chances are quite low as you rarely see developers changing this kind of "basic"/core gameplay features.

I agree. The tooltip for the upgrade bar only mentions education, so I assumed that was the only factor really involved. I had no clue that my industry was being held back because I didn't provide it enough playgrounds and elementary schools.

Like Cymsdale says, the tooltip indicate that it should upgrade depending on how well educated your population is.

Would love to hear a response from devs about this. Is it a bug, will there be changes to this?
