Industry rank decreasing

Hi, I've a problem in Victoria game.
I load the game, and have a decent game, but after one year, my Industry rank decreased.
So I started to search all provinces to see what seems to be the problem.
The problem is craftsmen "disapear", nowhere to be found, and my province industry percentage is ~50% (Playing as Prussia, VIC mod)
So what causes that? And why?

They might be emigrating (german states usually have a load of emigrants leaving them), or may be demoted through poverty. If your taxes are too high and they can't get the goods they need, they will go back to labourer/farmer status.

if they have a Con 4+ and Mil 4+ they get into a emigration mode. South and North German pops are long range pops and can goto any continent. if they united states has a high plurality and the civil war has already happened they attract a lot of immigrants.

One more question, is there a way where labourers\farmers convert to craftsmen automaticly?
Because with a large empire, it's boring to manually do all the conversions.

Looks more like a POP merging case - emigrants usually leave behind a rump POP (<1000). Be careful when promoting with like POPs under 10K in the same province.

I may be wrong, but I think you can only make them a 'higher' POP through manually converting them. (The only exception is if you have slaves and you get the event freeing them they'll become either laborers or farmers.)
