Industry Demand Not Growing When Using Unlimited Money and All Milestones XBOX 1

Whenever I want to create a city with unlimited money and all milestones, my industry demand never shows. Whenever I try to place industry demand, nothing gets build because I never get demand in the first place. Even after having the same city for 3 weeks now, I have never seen industry demand come up. Someone plz help me. Also this is all on XBOX 1. Not PC, yes XBOX 1.

Weird.
Are you putting down loads of offices? The population has to work somewhere, maybe offices provide enough jobs for your citizens.
Do you use the Hadron Collider? Maybe your citizens are so well educated and there's enough office jobs for them, hence no industrial demand.
How big is your population?
What's the Commercial demand like and how much commercial zoning do you have? Commercial needs some industry unless they import all their goods but once a city gets so big not importing enough can be a problem therefore you need generic industrial areas.

Same here... Unlimited money causes industrial zones and offices to be dead
