Industry-boom event

Was wondering where to find this event, the one which gives you a industry-technology boost early in the game. I think I have looked in every eventmap for every country and even in the random events map but can´t find it anywhere. Im playing with core 0.9, could this event be related to that?

If anyone could give me the event ID I would be gratly happy.
