I seem to be having problems with my Oil Industry area. The pumps/drills are complaining about not having enough buyers for products. Yet the secondary buildings (Oil Sludge, Petrochemical) are not getting any oil and complaining about not enough resources. Same with the oil power plant located near the pumps.

Anyone had this issue?

Yup, I've had it a bunch of times. The way I solved it was more storage space. Basically the ideal situation is that the pumps/drills (extractors) drop off their oil at a storage facility, which then takes care of export and delivery. Export is easy enough, it will send out trucks with oil as soon as it's above its target supply - if you've left it on balanced that's something like 40-60% full - the more it's above its target supply the more trucks it will send out.

If you're producing a lot of oil, then your extractors will fill up the storage facility way faster than it can export oil, which leads to all trucks being busy exporting. So when your processors (secondary buildings) need oil, there's no trucks to deliver any to them despite you having tons of oil. I imagine you have that situation - more or less all your storage facilities for oil are full or near full and all trucks are in use.

What you want to aim for is have enough storage that they never get too full. You should have at least one that stays around half full and has trucks available all the time (I aim for at least one building having at least 5 trucks sitting around doing nothing). I don't have a magic number of how much storage per extracted oil, so I'd suggest just adding few at a time, see how they fill up and if they get something like 75% full pretty quick add more. Eventually you'll get enough storage that the extractors can drop off their oil and some storage facilities still have trucks sitting around ready to respond to orders from your processors. :)

I think I am in this case too.
Even with all my storage set up to Empty there are constantly full because old and new industry fill them and the storage truck are mostly busy to export good.

But I wondering, the truck of the secondary building are not able to get the raw material? Their only purpose it to deliver/export their production?

I wouldn't recommend having all set to Empty - actually I'd have only a few and then most set to Balanced. Empty aims to have something like 0-20% only, which leaves very little to deliver to your processors. Full isn't a great option either as it just doesn't deliver at all, it just sits on all the resource. I find it easier to get them to deliver with most storages set to Balanced.

No, sadly it doesn't look like processors go pick up resources they need. That would have been handy - then full storages wouldn't have been a problem. :)

Then I'll revert them to balanced so :) Their behaviour is not easy to understand.

I spent 10 min to watch my Biomass Pellet plant and I confirm that I never saw its own trucks took some raw material, that a useful info to know :)

What you mean with Storage Facility? The specific one like the one for Forestry, Farming, Ore and Oil or the universal ones in their extra tab?

Which ever ones will store the resource you have problems with. If it's oil, then the specific ones for oil, if it's plastic, then a warehouse. Practically they work the same, some are just already set for raw materials and have to be in an area that fits, while others are more flexible and lets us place them anywhere and pick the resource.

There is a bug. Sometimes an extractor building cannot send its trucks out. It'll fill up and get the "no customers" bubble. You can see the bar for its resource flicker occasionally like its trying to dump its resources into a truck but cannot. This causes a chain reaction because those attempts to send out a truck count as the delivery your buildings further in the chain are supposed to receive. So the later building doesn't get any goods because its supposed to be getting the misfiring truck.

As far as I can tell its location dependent. I would replace the build just one unit over and often fix the problem but putting in new ones in the same spot always produced a bugged building. Also once the building is bugged it stays that way even if you move it. Have to tear them down and replace.

Avanya, ah, thanks, that solved two problems for me.

So the specific storage facilities are only for the ressources, but not for products.

Promethian, i had this bug with one of my universal storages too, it stored ressources, but the bar only flickered between 30% and 50%, ok, now i know, its a bad bug.

Also, here's a quote I found on Reddit about storage trucks:
I have seen that TMPE seems to reroute the trucks out since it doesn't recognize the new buildings, so it was better but still only 25% better with TMPE disabled.

Have you confirmed this in a 100% unmodded game? Unmodded I've only ever had the "no customers" pop up when there wasn't enough storage, but no issues with stuff spawning. And when I added more storage it went away. Basically they were trying to deliver to my local buildings, which then didn't need stuff when it was ready, causing the complaint. I've seen a similar complaint of warehouses delivering to themselves, but I cannot get that to happen in an unmodded game, so I'm assuming there's a mod out there causing issues. I haven't been able to find which one though.
