Old saved games industries DLC works. Tried making a new game and it never unlocks. Not disabled older ways of making industries works but the DLC industries no longer working. Wont let me paint or build the main building or anything just greyed out. Have reinstalled the game deleted it. Like I said works fine for my older saved but ones Ive made in the last month just stays greyed out.

so do you know the first time you build in a city you have to paint the district first?

You have to unlock it with milestones. Maybe get 1,000 population and maybe it will unlock by then. It should be an early one to unlock.
