What contributes to my Industrial Rating?
What is the most efficent way to improve it?
(I usually play as UK, if that affects anything)

If you are playing Revolutions, the most important contributor to industrial score is overall production. Thus to increase your score, increase your productive capacity, not only by building new factories, but making improvements to infrastructure, technology and literacy level to make your existing factories or clerks in factories more productive.
