Industrial potential is limited by region type, sure. But we don't know the region types in China or India yet, do we?
Considering their population, there should be quite a bit of urban areas, definetely with a lot more place for factories than they start with.
Of course, you won't be able to make Tibet or Siam the powerhouse of the world, at least not in their original territory. But nothing stops you to grab some land where you can built a decent powerbase, if you really want to play for decades.
