Currently playing as Italy and working on restoring the Roman Empire - it's 1938 and I've conquered Turkey, Romania, and Greece. I haven't taken the Army Primacy or Mare Nostrum foci before conquering these territories. Now that I have, the military factories and naval dockyards would be built in occupied territories, even though I have open factory slots in Italy proper (not that it should matter). This means half of them are effectively lost to occupation maluses.
Why is this the case? Is this simply an oversight on the dev's part, or is there an actual historical reason? It would seem if I am a nation's leader, expending political favor to develop the nation, I would much rather construct industry in the homeland as opposed to some occupied territory only for resistance members to blow my project up.
This leads me to the question, if any of the Paradox staff see this, would it be realistic to fix this for the next patch, where non-occupied (edit: core) states are prioritized for the development foci?

After starting a France game, it seems the checks for development foci are lacking across the board. Out of curiosity, I checked where "Develop the Autoroutes" would place infrastructure, and it would place 6/8 infrastructure in Loire, which was already at 7. Almost a third of the focus would be wasted. Is there any way to hard code where these foci develop provinces? Either a hard requirement that the pre-coded provinces should be owned or include a ranked list of where factories/infrastructure should be placed. This should go also for the fortification foci, similar to how the Alpine fortifications work (always on the border).
