Trying out China, I got to the industrial evacuations and tried to use some of those decisions. I found that in all cases, they would remove the industries from the first location then they would never reappear. Is it time based? I stayed in game for about 4 months later and never saw them again. I assumed they were bugged because instead of showing me what they were supposed to do, when i hovered over the tool tip it showed "Location: some_script, some_script, (Location): some_script, (location):some_script."
