Yes, this is what it does. There is, however, a glitch in how it works. Instead of applying the changes the next day after completion something has to first cause a recalculation in the production queue. This event is normally a unit finishing production, but if you have no units finishing in say 30-days you get no savings from the tech. Thats quite a loss, but you can force a recalculation by switching your training laws from one to another and back to the original, all without restarting the game.

Good to know! I noticed that the tech didn't seem to make a difference, that explains why.

The game to adjust the completion date based on training laws else we would exploit the crap out of the game. So makes sense that it recalcs the efficiency when it does that.

The one downside is that you do pay money to change laws.
