Yes, this is what it does. There is, however, a glitch in how it works. Instead of applying the changes the next day after completion something has to first cause a recalculation in the production queue. This event is normally a unit finishing production, but if you have no units finishing in say 30-days you get no savings from the tech. Thats quite a loss, but you can force a recalculation by switching your training laws from one to another and back to the original, all without restarting the game.
Couldn't you just put the production slider to 0 IC for one hour or something?
