I'm not sure if this is related to the previously posted "AI goes to sleep" bug or not. Anyway, this is weird:

I was watching a war between England and France. The French snuck about 30K troops into England, and soon occupied two provinces. The French couldn't reinforce their armies, so they couldn't advance any further.

The English had two armies in the home island. One, a force of 6K or so, kept circling the island. It couldn't beat the French forces, so it kept losing battles, running around the island, and coming back for more. The main English army, 60K at first (eventually 80K), sat in Anglia, and sat, and sat... It did nothing for two years, even though it was easily capable of wiping out the French.

Finally, Anglia itself revolted. The big army thrashed the rebels instantly, or course. And then it sprang into action. It split into two forces, attacked both French provinces, and took them in four months. If the army hadn't been attacked, I think it would have stood still forever.
