I think a possible solution to India's minor states would be to have them grouped into a single entity pre-1857 as the 'East India Company' and post 1857 (if the great Mutiny is not averted) the company would be completely taken over by England (end game for The EIC). The Indian Princes may have been 'separate political bodies' but they were little more than figureheads and instruments of colonial rule in their country as domestic policy was handled by the Company and later directly by Britain.
