Not false but developing your country is more of a privilege of the rich than a reliable mean to achieve goals.
As mentioned, getting allies and having them to do the dirty work is much easier and lighter for your treasury. It looks that you have seven kids, that means seven potential alliances. Try to ally the strongest Maharajas. If you can find only one who is alone stronger that your liege, you are to go for the independence but ideally just betroth or marry all your kids to strong ruling families. Bertrothals are especially useful since you can just cancel them after a won war.

Touchè! I am not a pundit of the game yet and have so much to learn. Must be more cynical :D

Also, while you're still under gavelkind, if you have multiple titles of the same rank -- or even if you hold the counties for which multiple title could be created -- inheritance will distribute (and, if necessary, first create) those "extra" title to your various heirs. This means that you realm will again

The automatic creation of new titles only happens with elective gavelkind

Checked on wiki and you are right one can’t create a title higher or equal to Liege’s. Must be too much pagan play with subjugation )))

Anyway the scenarios “independence without independence war” are:
1) inherit another Kingdom title - basically marry into some Maharaja family, then play the ‘kill other pretenders’ game until your spouse inherits, she will pass title to your son.
2) get a claim on Kingdom title. Marry daughter of weak Maharaja. Your next character should have a claim to that kingdom. Press it - and profit!
3) use Indian subjugation on some other kingdom for 500 piety.
