"independent = yes" "#cannot be vassalized"?

I noticed that for all the mercenary titles and some holy order titles (d_hashshashin, d_swiss_company, etc) you guys have written:

	# Cannot be vassalized
	independent = yes

But that doesn't work. "independent = yes" titles CAN be vassalized, just like any other title. Get a good opinion, same culture, same religion, and you can usually do it. For example I vassalized the Hashshashin (no mods).

Is the #comment wrong or does it mean something else?

I think it means can not be vassalised upon a land grant, not that they can not be vassalised.

I think the only < emperor title that can not be vassalised is the Papacy.
