After Bulgaria changed sides in 1944, Germany planned to create a puppet Macedonia that would encompass Yugoslav territories occupied by Bulgaria. Shortly after, however, the Germans began to withdraw from the southern Balkans, and Macedonia was occupied by the Yugoslav and Bulgarian communists (https://en.wikipedia.org/wiki/Independent_Macedonia_(1944)).

I struggle with creating Macedonian cabinet. What I've got so far is:
HoS: Hristo Tatarchev (he was offered the position of president, he refused as Axis was already doomed, but in ~1941 he could be more willful to cooperate https://en.wikipedia.org/wiki/Hristo_Tatarchev)
HoG/FM: Spiro Kitinchev (mentioned as 'chairman' of Macedonia https://en.wikipedia.org/wiki/Spiro_Kitinchev)
MoS: Dimitar Gyuzelov (https://en.wikipedia.org/wiki/Dimitar_Gyuzelov)
Other ministers: Vasil Hadzhikimov, Stefan Stefanov, Dimitar Tchkatrov (members of Bulgarian Action Committees , though I'm not sure if they should be included in Macedonian government https://en.wikipedia.org/wiki/Bulgarian_Action_Committees)
I've got only one TT (Ss. Cyril and Methodius University of Skopje, established in 1949, though preceded by Tsar Boris III University established in 1943 https://en.wikipedia.org/wiki/Ss._Cyril_and_Methodius_University_of_Skopje) and no leaders. Do you have any ideas for this Axis puppet?

How exactly will you implement that? As you write yourself the guy who was offered the position of president refused, because he could see that the axis was doomed in 1944. And before the axis obviously would rather have Bulgaria as it´s client state than "Macedonia".

So in what circumstance would that state ever exist?
