Some more would likes:

I hope that in this game there will be some sort of implementation of groups and individuals that arent governers or sub-governers.

I was thinking of the period that the following group types (generic) could be found lurching about:

A)
- Bandits: Based in a province.
- [Sea] Raiders: Based offshore or protected by rival or neutral empires.

That can:
* Conduct raids to steal from caravans.
* If either groups are powerful they should be able to attack, plunder and even seize a city proportional to its size and depending on any garrison.
* Kidnap VIPs.
* Make trade with occupied provinces lower eff, or not possible.
* Be hired by players/ai characters to subvert rivals.

B)
- Assassins
- Spies

That can:
* Be hired to assasinate characters and Independent groups or individuals.
* Gather information on intrigue going on, such as which IGs are being hosted from which sites, who is being hired to assasinate and who their target is.
* Id like to see secrets as a currency for power that can be traded for money, other secrets or loyality or used for blackmail.
* Deal with leaders of planned or failed uprisings

C)
- Political Activists

That can:
* Be hired to upset public support within provs or augment public support
* Initiate uprisings
* Be hired to * Increase military volunteers or the reverse

D)
- Gladiator Houses (+ Heros of the Colosseaum)

That can:
* Increase stature of the province and its leader
* Keep public happy

E)
- Rival Houses: Powerful rival houses below your character and AI governers ready to rise to power if they be overthrown.

As far as A) goes, I remember of a very good example supporting your idea. The "Mamertines" were a group of mercenaries who turned bandits, conquered Messina, and seized a sizeable portion of Sicily. As far as Sea Raiders go, I'm ignorant on that subject.

B) Assassins being hired to kill rivals/anyone who is in the way of their road to the top, is fine. The rest seems too complicated.

C) Bleh. I don't remember anyone being hired specifically for those jobs.

D) Sure. In Rome.

E) Rival houses is a good idea, with different families vying to reach the top republican spots.

At last some feedback.... :D

C) I was thinking of characters being able to drum up support and therefore gain additional influence from the support of the populace or rather the social/political factions of the time:

http://en.wikipedia.org/wiki/Political_institutions_of_Rome#Socio.2Fpolitical_factions

D) I was thinking of regional tourneys and minor events throughout the empire to ramp up prestige. Perhaps characters could sponsor different gladiator troops and try to see them compete and win in the colosseum, which would garner a large amount of prestige and influence.

But they are only ideas of course....

Regardnig Sea Raiders - piracy flourished at some points in the time period, particularly around Cilicia. One of Ptolemy's most successful efforts was sweeping pirates from the Med (or a goodly portion thereof anyway).

I would think B + C would operate pretty much identically.

It wasn't that uncommon to hire a rabble or recruit a mob to stir up trouble in the forum in Rome, in fact, I can think of at least one prominent senator who lost his life to a mob hired by his opponents (Different from assassination however, since it wasn't supposed to be an assassination, only a disturbance), the oldest of the Gracchi brothers.
