So I tried an invasion of Italy against the Holy Roman Empire. Everything was going well until Matilda's independence faction sent off an ultimatum to the emperor which he accepted, causing most of Italy to leave the HRE and ruin my invasion in the process. Because they're not in the HRE anymore, I wasn't at war with them. All of their captured holdings went free and my invasion was then limited to a few Italian duchies that weren't part of the independence faction.
If my CB targets Italy and they emperor lets them go, I should automatically be at war with the newly independent members of the faction too. Considering that they got away with this because the emperor was desperate after I obliterated his armies, it almost makes fighting the enemy during invasions counter productive. An alternative solution would be to make it so lords who have all of their settlements occupied don't contribute any value to faction power. It's pretty silly that Matilda was issuing threats with most of her lands occupied by me.
