I have same problem even though i play with AI Research and Division Tweaks [...] thats just unacceptable.

The solution to your problem is right here in this thread: Turn off "instant_construction" already! ... Cheater.

It is slow late game no matter your cpu. However if you get past that first few big wars it does get better if one of the factions is removed.

The few things i do to make things slightly better is...

- use task manager and increase priority of the game too above normal/high (do not use realtime as it will be unstable)
- use task manager and end task on everything your not using right now. I even end task on explorer.exe after i am in the game. Then i use task manager to "run" explorer.exe after i am done playing.

I have usually GPU and CPU usage around 30% even though the game lags alot with speed 5 after 1940. And i have other programs open on background so the game cant even use 30% of my performance.

Set the affinity to only two processors. Runs quick like a bunny now. And thats not a joke, it runs 10x faster now, I can run it at 5x speed.
