Some improvements to the naval brigade system which could be interesting:

- Increasing the power (and cost) of naval brigades relative to the cost of ships. This would make the upgrading of capital ships a much more serious undertaking (akin to the rebuilding of HMS Queen Elizabeth and IJN Kongo among others).
- The addition of more naval brigade types to compliment capital ship overhaul. Two examples might be Capital Ship Powerplant (updating an old ship with a modern machinery layout/adding 'atlantic' bow) and Capital Ship Protection (adding armor plating/armored decks/torpedo bulges).

These upgrades should be much more expensive than is the case now for most brigades, but should confer larger improvements on performance.

I scanned the suggestions forum and didn't see a thread addressing this. If this is a duplication please forgive me :D.

The Compendium Mod for DD/Arm actually did this too. There were packaged naval brigades that essentially upgraded almost all of a Capital Ship's stats. The player had to research a lot of techs before one of these brigades/overhauls though. You just couldn't overhaul your entire fleet in 1936. Now, I'm not sure, but I think the mod retained some of the original brigades too.
