I presume that you're playing a democratic country, otherwise probably you youldn't be asking this. If so, there are events for some countries that give them more manpower (for example - after the Sudeten crisis the UK gets more manpower). Or, if you're at war, you'll get all the manpower you need.

Or you can simply go and conquer everything in your path, but as a democratic country you'll end up with more problems than you wanted. :)

i was playing as australia and the whole time i was playing from start to finnish, the manpower per month was 2.4

this was annoying as after i used up all my initial troops it took me about eight months to make a single division of marines.

i conquered some provinces that even has 10 for man power, yet my mppm was still 2.4

please help

If you´re playing as Australia, good luck. In HOI, you can´t get manpower from provinces that doesn´t have a LAND route to your capital (convoys doesn´t help).

Watch for cabinet ministers who raise your manpower. The "Man of the People" and "Mass Combat" ones can be particularly helpful. IIRC, the Mass Combat is a chief of staff leader and the Man of the People is an interior minister.

You can get more manpower only by:

1) Conquering more territory with a direct connection to your capital (which does not help Australia, UK, Japan, etc/) and having the right minister.

2) Switching to ministers that increase manpower. Check each 1 Jan to see if a minister becomes available that increases manpower. From the db/ministers file you can get a description of all the possible minister effects. But each country does not get all the possible choices.

// Minister of Security:
_PERSONALITY_COMPASSIONATE_GENTLEMAN_ 5% of non-national manpower added to regrowth. 5% bonus to non-national IC yield.
_PERSONALITY_MAN_OF_THE_PEOPLE_ 10% of non-national manpower added to regrowth. +10% Total Manpower regrowth.
_PERSONALITY_EFFICIENT_SOCIOPATH_ 15% bonus to non-national IC yield. Total manpower regrowth -25%.

// Chief of Staff:
_PERSONALITY_SCHOOL_OF_MASS_COMBAT_ Doubles the rate of manpower increase. 5% cost and time reduction to regular infantry construction.

I am playing Yugoslavia and I conquered Austria, Germany, North Italy, Hungary, Bulgaria, West Poland, Czechoslovakia and Romania.
One big Land on the map and so every province is connected to my Capital.
But my monthly increase of men is only at 18 and i have already the 2x-mutliplayer through the mass-combat minister.
Can this be???
Seems a litte few, for this amout of provinces...

Annexed territory is still considered "foreign" for manpower purposes. If you want to get any real manpower benefit from it you need the "Man of the People" minister.

Playing Australia, or a lot of other minor Nations, Manpower will be a problem, which as stated above is helped if you get a Mass Combat minister.

Best advise I can think of is to develop a weapon which you can produce at low manpower expense. Think of good air or subs, which take few manpower cost (1 or 2), or if you have a good industry, Tanks. Also, having good Air helps reduce the damage done to your land units, therefore reducing the ammount of manpower you need to spend in keeping them up to strength.

I agree with Kyril on this 100%. When I play a manpower-starved country I focus on higher cost but lower manpower forces wherever possible. Tac bombers are great force multipliers, as are arty or engi brigade attachments (when playing CORE). I build tanks instead of mechs or motorized, and if playing a coastal country where most of the provs I will be after are also coastal I might even build a few battleships. Although all of these forces are more expensive in IC and time to build, they require very little manpower.

To expand on the brigade thing, this is a strictly CORE adjustment. In vanilla attaching brigades costs extra manpower, but in CORE they do not. So when playing a low manpower country, I never build an infantry division without either an arty or engi brigade attached. Mostly I use engi brigades since they get a speed bonus, river crossing bonus and a defensive bonus. But I often build a few arty attachments to form the "fist" of my offensive force, sacrificing speed for firepower. I don't do this, however, unless I can also afford to research the arty tree or I am a member of the Allies. When I am allied with the Allies, I only research the theoreticals and a few of the enabling techs and let my allies give me the specific applied arty techs. When a member of the Axis or Comintern, you don't have enough countries allied with you to be able to count on getting any tech gifts.
