I am slightly reluctant to post a suggestion because of the worry of having simply overlooked something, EUIV being a very expansive game.
Regardless, at this point, after about 700 hours in game and some moderately difficult achievements such as Shahanshah, I consider myself to be a veteran of the title and worthy of a post.
Essentially, I am dissatisfied with the +1 yearly army tradition idea in both Defensive and Quality Idea Groups. I am aware there are many duplicates across the Groups, and that is not the nature of my complaint. Now, I enjoy Hyper-Disciplined Armies as much as the next min-maxer, and obviously godlike generals are a must for that. However, after checking some numbers especially after the 1.13 patch announcement I am worried army tradition simply won't be scarce enough any more.
"- You now get army tradition for each fully maintained non-obsolete fort, up to a maximum of +1. The amount you get depends on how many forts you have compared to your total development level."
This change, which may very well be more difficult to benefit from than it seems at first, means that theoretically, taking into account the base 5% decay rate, and taking Aristocratic, Defensive, and Quality Idea Groups gives you a minimum of 80 army tradition as any nation. It also means, the legendary Prussian ideas, with the effective +1.5 AT, are wasted utilizing such a build. In essence, you can easily hover around 90 army tradition as any nation in the next patch, if you fight the occasional war (Thanks to the increase in AT gain from sieges as well). Along with policies, which as far as I can tell from the wiki can give another +2 AT, there seem to be far too many sources to acquire army tradition from. Of course, you wont always get all the idea groups required for the policies in mention, but the point is you are highly likely to get at least one of them, effectively giving you the possibility of 100 AT at all times as any nation rather easily.
Too easily, I say. I do think 100 AT should not be exclusive to the likes of Prussia, but I think you should have to work more for it. This as well as simply having duplicate ideas, both incredibly early in the Groups, warrants a change.
The suggestion is as follows:
Change one of the Ideas (I would say Battlefield Commissions from Defensive) that currently give +1 yearly AT, to give +50% to +100% increased army tradition gain from battles and sieges. I suggest Defensive simply because it makes more sense thematically, in my mind.
I provide a range because obviously testing would be required to see what amount would be adequate and balanced.
I believe this would not only solve the problem of too many sources of permanent army tradition, but also make Idea Group choice far more interesting. For example, if you already know you are not going primarily quality based military land idea groups, and are only taking them to remain competitive, it would be a difficult choice, if balanced properly, between permanent army tradition in between wars as well, and the potential for acquiring it faster. The choice could be personal, based on play style, army tradition gain for the warmonger, yearly AT for the more peaceful player. No matter which way you look at it, I think this change would provide a new, unique dynamic to the game. We already have +100% prestige gain from naval and land battles ideas, why not army tradition as well?
