Shit tone of trade ships. Grab estuaries and centers of trade, edict on them trade bonuses, give it to the burguers and develop it as much as you can.

Do the same again in every trade node youre going to steer money from.

He technically said increase trade efficiency, not power
Technically, he asks what the best way to increase a country's income, without using buildings. He then comments what should have been the question instead of the one he asked, without stating why that should have been the question.

If he is trying to get his trade efficiency as high as possible, at any cost, he could start hunting for the seven cities (with a conquistador). Discovering the kingdom Saguenay gives +10% trade efficiency and global trade power. It relies on RNG, but unlike most other events, the buff is permanent once you get it.

Beating up rich minors for their treasuries is an under-used tactic, IMO. Take loans if you need to, win war, take money, pay back loans, use the spare cash for either more wars or buildings or whatever. Money begets more money in a big way. Find a way to get an initial treasury like stealing it from a too-rich minor and you will find that building up more money gets a lot easier.
