It's a repeatable tech, and repeatable techs are a lategame addition to add more tech options during the later stage.
Even then, additional Core Worlds are always welcome. It helps with managing late game colonies or conquests. Remember you get 100% of your planet yields from core worlds and at best 75% from Sector planets.
