3 things to help with Increased Development Stewardship task.
1) On the council screen show the development of the province being developed in this format (current development/maximum development) where maximum development is the value indicated by your culture's current innovations.
2) The tool tip when you're selecting a province to develop should clearly show the provinces current development and its relation to the maximum, it gets lost in the other pieces of information in that tool tip.
3) An event should pop when the province being developed reaches the current cultural maximum where the Steward suggests being put on a different task (like what happens with Find Secrets on your Spymaster)
